Wilkins Bernard Stafford (73) was born in Hampton Virginia on November 30th, 1945 and was raised in South Bend, Indiana. He passed on July 17, 2019. He graduated from Hampton Institute (Hampton University) in 1970 with a BSCE -Bachelors of Science in Civil Engineering. He received a MBA and MPA from Southeastern University in Washington DC, in 1980. His career as a Civil Engineer for different agencies in the federal government spanned from 1970-2009, when he retired from the Naval Facilities Engineering Command. He was a member of Riverdale Baptist Church where he served as a trustee and usher. He participated in various community activities for the Tall Oaks Crossing Board such as Editor of the Newsletter and Chair of Community Affairs Committee. He loved to travel with his wife, research current news and trends on-line, and spend time with his family. He was married for 44 years and has 2 daughters and one grandson.
