Jacqueline Powell Bailey (1935–2026)

Jacqueline Powell Bailey, a trailblazing African American woman whose service helped shape U.S. history from the front lines of public safety, passed away on July 11, 2026, at the age of 90, at her home in Washington, DC. She will be remembered with respect and gratitude for her dedication, courage, and her deep love for the people around her.

Born and raised with a spirit that valued duty and community, Deputy Marshal Bailey made history in November 1973 when she became one of the first two females to serve as a U.S. Deputy Marshal in Washington, DC. Her career spanned nearly four decades, during which she protected presidents, dignitaries, and the safety of others—always carrying out her responsibilities with professionalism and resolve.

In 1977, just four years after her appointment, she was photographed outside the U.S. Capitol Building during the Hanafi Muslim Uprising, led by Hamaas Abdul Kaahlis. At the time, the group had taken hostages inside the Capitol, and the siege lasted 39 hours. Deputy Marshal Bailey was among those protecting life and property around the Capitol throughout the crisis.

In the years that followed, she continued to serve with distinction—transporting prisoners between states and countries, and training U.S. and international forces. Her legacy reflects not only her remarkable achievements, but also her steady commitment to justice and public service.

Outside of uniform and duty, Deputy Marshal Bailey’s greatest devotion was to her family, friends, and neighbors. She loved them deeply, and she believed each of them was important.

She is survived by members of her extended family and friends across the country. Special acknowledgements are extended to her Washington, DC; Maryland; and Virginia friends and family, and to her Pittsburgh, Detroit, Georgia, Florida, and Texas family and friends. She cherished all of you.
