After a brief illness, Francis Joseph Carter, Jr. fell asleep in death on May 17, 2020, at Laurel Medical Center in Laurel, Maryland.
He was the son of the late Francis J. Carter, Sr. and the late Mary Martha Carter of Oakville, Maryland.
Francis was educated in the public schools of Mechanicsville, Maryland, and later worked for the D.C. Government's Children's Center (Forest Haven) for many years.
In his early years Francis loved spending time with his family. He loved sports, especially baseball and thoroughly enjoyed the company of his cousins of whom he stayed in contact with most of his life. He enjoyed the company of the older folks in the neighborhood lending a helping hand to anyone that needed his help. This netted him great respect throughout the community.
Francis met and married Mary (Fletcher) Carter at an early age. They were united in marriage May 20, 1968, at Our Lady of the Wayside Church in Chaptico, Maryland. Out of this union they had two children Francis J. Carter, III and Mark L. Carter. Together, Mary and Francis fostered at least twenty-five (25) foster children over a period of 12 years. They raised their first grandchild until adulthood, Marcus L. Jackson. They proudly added two more children to the family to bear their names—Latoya Phelps and James Brown. Truly, truly a blessing.
Francis was a sharp dresser and he took pride in keeping those children sharp and clean also. His children had their place in his life, but his delight was his grandchildren Marcus Jackson and Alexis Carter. He loved to cook, took pride in driving his fast cars, loved to dance; he lived his life to the fullest.
Though he enjoyed many material possessions he never thought too much of himself—he would rather share with others by having cookouts, picnics, family gatherings, etc.
Francis leaves to mourn his loss his wife Mary E. Carter of 53 years, Francis J. Carter, III (son), Mark L. Carter (son), James E. Brown (son), Latoya S. Phelps (daughter), two brothers George Tyler, and Matthew Carter, three sisters Mary A. Stewart, Bernadette Toye, Delores Young, two grandchildren Marcus Jackson and Alexis Carter, and a host of family and friends.
